I don't understand why she has an allowance or needs control over how much she uses when the rest is a free for all for her team.  She makes that money. It should be all hers to spend but with maybe financial advisers to help with things like fees and over see it going to things that needs paid for.  Not to cap her spending limit while she never sees her money in her lifetime.
