Congress makes the nation’s laws. So they can create a law that makes it easier to get rid of a conservatorship if the person starts to improve.... or they could require conservatorships to have more checks and balances. 

They can help make this system less corrupt basically.

I’m not saying every Republican is evil, just every elected republican. None in the house or senate voted for the Covid relief bill.
