Honestly I kinda thought this Billboard quote was alluding to all Cheiron tracks as whole or that maybe other songs in Oops like Can't Make You Love Me were originally meant for Baby since that was the case for other songs such Where Are You Now

Obviously this could have been scrapped for a multitude of reasons but I think it's more than likely Jive just promised a certain number of cuts in the album to in-house producers such as Eric Foster White

Also keep in mind, not even the BSB in their prime released an entire Cheiron record despite being their best selling act at the time. It's also possible the US division simply weren't willing to pay for a full Max Martin album for a then unproven artist they had just signed
