Sadly, it's just part of the teen-pop/Lolita aesthetic , youth has always been ***ualized in pop culture,  this concept is nothing new, I could find hundreds of other covers that look like this , this was very trendy back then, didn't the whole Baby One More Time schoolgirl aesthetic and that Rolling Stones photoshoots pander to pedos too?

This time around had good cause. Photographer wanted to bring attention to p*******a chain in Japan. And I think Britney agreed to do it bcz of it. Hence why this photoshoot was so random and not part of an era.
