İ don't think they even offered to Britney. This is Rihanna's big comeback for music industry. if Britney appears people will talk about Britney as well and it might overshadow Rihanna's performance. I can see some male collaborators appearing on stage or maybe she is going solo.

I love me some Rihanna but she’s gonna need every ounce of luck to compete with Gaga’s, Beyoncé’s and JLO and Shakiras Superbowls. The discography is definitely there, but as a performer she just doesn’t match up.

I don’t want to see her return to music and performing UNTIL she has healed.  Otherwise she won’t be on her A game. 
 

You can tell she is still in the healing process.
