Interesting choice, both artists debuted around the same time (2008), and have taken different routes. Lady Gaga diversified her sound while Katy Perry experimented the realm of Pop. In terms of #1 hits, Katy Perry has achieved more than Lady Gaga. But when it comes to iconic hits, hands down that would have to be Lady Gaga.

All things set aside, I would have to go with Katy Perry - based on nostalgia, I love how she re-imagines her hits when she performs them live (the Witness Tour was better than what I expected)

I'd like to add that Gaga's Chromatica era gets embarrassing too (sales wise) but all artists are seeing dips  i do think if Gaga was able to promote - this pandemic BS she would have sold more by now...
