Janet was always ahead of her time and she is soooo Legendary.

She is the reason why Britney, Aaliyah, Mya, Beyoncè, Ciara, Shakira, JLO, Tinashe, Normani, Teyana Taylor, even Doja Cat etc. even exist. She paved the way for them.

They all did good but they did not dominate the entire 90s decade I’ll say from 90-98 because In 99, It’s Britney *****!

In the US : Mariah and Whitney

Worldwide : Celine and Madonna

Madonna but its a close call between her and Mariah.

Whitney without the Bodyguard soundtrack doesn’t even compare. Same goes for Celine Dion and My Heart Will Go On. 
 

I also second the guy who said Shania created Taylor Swift. Spot on.

Internationally, Whitney had it from 90-94 (the Body Guard soundtrack was huge) and from 96-on (big movie soundtracks as well and other real well-acclaimed albuns that sold really well)

Overall, Mariah was more consistent throughout the decade because she had top chart songs and never really faded into the background, but honestly at least in Latin America she never got as big as WH or CD in those years, just staying relevant.

Madonna didn’t even come close to those, popularity wise over here in the 90’s.
