Based on that lyric quote, I don’t think it references Britney.

Britney is not the only female artist and person in the world who shaved her head  So why it will be her  Avril and Britney are in good terms and respect eachother, Avril even been on her concerts and they even followed eachother  I even wish they would make a song in the future
