Supported decision making agreement

Britney is currently under a supported decision making agreement. These are geared towards people with disabilities. If Mathew Rosengart said that there was no reason for her to be under the conservatorship, why would he willingly allow her to enter into this?

A supported decision making agreement is an alternative to a guardianship; it is not freedom, especially when it’s created, filed and requested to be sealed by the very people who had a hand in the conservatorship. 
The supported decision making agreement states that the person with the disability makes their own decisions with “support” but if Britney can make her own decisions then why even have her put into the agreement? 
 

It doesn’t make sense and she isn’t free.
