I think Britney is far away from #1 these days.

I would expect in older lists: Britney, Madonna, Lady Di, Elizabeth II, Michael Jackson.

But nowadays literally everyone has a camera, so imagine any Ariana/Justin Bieber/Lady Gaga/Taylor Swift show and all of the people there taking pictures of them. I would doubt those would get counted though, so the title of most photographed person is a lil meaningless now.
