Before the telecommunications act of 1996, radio stations were independent, allowed to do their own programming,  play independently acts and local acts. 

 

Basically whatever they wanted,  however in 1996, the telecommunications act of 1996 destroyed radio, and allowed clear Channel (later iheart radio), to buy small and major radio channels. 

 

This also allowed legally Disney to buy their competition to destroy it..

 

This also allowed the merger of ticketmaster and live Nation to happen. 

 

Monopolies became legal cos of this, that's also why you hear the same song on the radio. 

 

Iheart controls what's being played not a regional programmer did in the 90s.
