The best "vocal" in the name of the award is there to distinguish it from the equivalent instrumental category. It doesn't necessarily have to be about the most powerful voice.

With the benefit of hindsight yes but at the time they saw christina as a vocal talent and britney as a dancer with catchy music. Even as a 9 year old I knew britney wasn't going to win.
