Yeah, he has always been obsessed with Gaga, but during her ARTPOP era, his all-consuming love turned to hate, while maintaining the same amount of obsession. He stalked and harassed her, and continuously attempted to rent an apartment in her building; not sure if he ever succeeded.

But between the way he treated both Britney and Gaga alone just speak volumes about what a vile person he is. If you're the "it girl," he bows down at your feet because he's an opportunist who leeches off the fame of others. But as soon as you're at your lowest, he begins to attack you relentlessly. Just gross.
