It was supposed to be the intro for the main single, Coupure Électrique, but Larry scrapped it from POM and put it as bonus track. 

Being cheap, Larry decided to add it to POM nonetheless. Without caring about the dark lyrics.

Well, it is better written than Google Translate Coupure Électrique, but the style is still quite poor, so I doubt a famous French writer wrote it.
