Rather, for a fee, it provides a structure which receives funds generated or donated by a prominent donor and administers a charitable account in the name of that donor. The donor is thus able to raise funds and participate in decisions directing the funds to favored donees. The objective is to avoid the costs and burdens of creating and administering a charitable foundation while getting a pre-approved I.R.C. § 501 (c) (3) umbrella.
