It's just my intuition, but I think Cade slept with him and in return, he gave him the title of manager as a reward, even though he doesn't have the skills or tasks to accomplish. In any case, he's maybe just Cade's assistant and Cade himself isn't really a strict or qualified manager anyway. Ridiculous all of it, but oh well, we're not even surprised at this point...
