It's a fan made edit 

The vocals were quantized and made to sound somewhat "tighter" using Melodyne

Similar to Autotune, Melodyne is a tool for pitch and timing correction that improves the pitch/tone of the vocals

See, the official version should have used more melodyne, similar to “Piece of Me.” I would argue that a song like “Radar” doesn’t even need melodyne had she actually sang it without her vocals fading in and out and with background vocals but she didn’t so I like this version a lot better.

I wish they did a different kind of mixing on circus version while blackout version is darker circus version should be happier and softer.
