I think if Billie did the collab, her career would look different, or people would look at her differently.

Honestly I can’t imagine Katy would add anything to Ocean Eyes. 
 

however, biased as I may be  I think Brinni would have sounded sound epic on it.

I just imagined Britney singing it in her chipmunk voice lol

Specially that it came during Glory where she used that voice alot
