See when a presale ends do you always get this on ticketmaster?? This doesnt mean they are sold out does it?

its so annoying because ive done my research and one place says you can get disabled tickets on presale, another says you cant. so if you cant, they shouldnt be sold out. Am i right in thinking presale has a end time and thats why im getting  that?
