I am guessing this was made with the vocals stems of the Dolby Atmos audio of Oops! that was put on Apple Music! Beautiful!

I'd guess because it's meant to be accompanied by the other voices. It sounds almost like she's trying not to be too loud. If it was meant to be just her voice, Max Martin would've instructed her to be more powerful? so to speak.

That "high note" in the end of the bridge sounds so weird now.
