I think you're confusing the Mainstream Top 40 chart (aka Pop Radio) with the Billboard Hot 100. The Mainstream Top 40 chart didn't exist when Rhythm Nation came out; the Mainstream Top 40 chart debuted in 1992, several years after that album.
