Most likely he's replying to calls, I wouldn't call it "managing" Britney's career. I think the title is a bit of exaggeration but yet again we shouldn't really expect anything from tabloids. 

When/if britney is ready to return, she'll hire one manager with proper experience.

Honestly, there is likely some truth to this. I'm sure he's not negotiating deals for her, but he might be acting as a buffer between her and all the people that are trying to contact her. It might be overwhelming for her. With her being on hiatus, she may not be in a hurry to get professional representation yet. I'm sure as things progress, she'll get professional people in place. This is just a natural Band-Aid since her entire team is suddenly (rightfully) gone.

Her career doesn’t need muscles so he will be useless. Hopefully she gets an experienced unbiased manager who’s all about her choices, wants and needs
