It's not "fragmented"; It's edited to make the video with a more coherent speech, like every youtube video talking head and reviewer does. She's talking about movie scripts for a biopic on her own life, and uses Madonna's recent interview where she discussed her own biopic she's making a directing. Many studio execs sent Madonna scripts for approval that were not authored by Madonna herself. 

 

I'm sure Britney doesn't want another "biopic" like those Lifetime quality films

The accent she sometimes uses is more than likely a result from trauma, not something she’s doing to be cute. Its also associated with some mental health issues, but with her, I think its a way of disassociating from reality. We have mostly heard her doing it when she’s going through heavy things.
