it was the other way around - the thing was published (out of the blue) and then sam said that being sarcastic; kinda as a reaction to how ridiculous the news were.

it originated from britney wearing a ring in the engagement finger like she has done in the past several times - and it also generated marriage / engagement rumors in the past. how iconic that wearing a ring creates a headline lol.

these are not "news" companies, these are entertainment companies - so it's all for fun and giggles; meaning they can say whatever they want it'd doesn't have to be true.
