Could be something, could be nothing. According to the applicable California code, the only people who can file a petition to terminate the conservatorship are (1) the conservator; (2) the conservatee; (3) the spouse, or domestic partner, or any relative or friend of the conservatee or other interested person. So technically, anybody could potentially try to file one, but it's probably going to be rejected if it seems like it's been filed by someone who has no association with Britney.

What's interesting here is that the reason it was rejected was procedural (the filing fee) rather than substantive (dealing with the actual merits of the petition). However, it's impossible to know if there is some other reason because the actual petition is not publicly available. Usually when these things are filed electronically, you have to pay the fee before submitting the document, so the only possible scenario I can think of is that whoever filed it possibly used a credit card that was declined, or attempted to file it by mail. It is strange that Britney's attorney doesn't know who filed it, so it could just be a creditor or beneficiary of her estate, but if it was anyone important presumably Ingham would know.

Also, it looks like there's a new interested party on the docket - Stan Wantuch. Who knows if this is an actual person or some random STAN but something is definitely fishy :snooptoya_jackson_snooping_looking_magnifying_glass_glasses_search:

No, I'm saying Britney is a talented singer, song writer, dancer, entertainer and artist, who is very honest in her words and very emotionally aware or what she does. She is not a lawyer, with years of qualifications and legal know how to legally justify abuses of power.

It's very possible that Britney filed the document and made a hiccup with payment, or paper work, as she is not a legal expert. This applies to Lynn, Bryan, Sam, etc.

 

It is less likely that a lawyer dealing in conservatorship law would make such a mistake, unless it was due to incompetence or intentional.

 

So if it was filed by Sam, Thoreen etc. Any lawyer who benefits from the conservatorship, its highly doubtful that understood the relevant paperwork but accidentally failed to include a payment, particularly when a huge focus of the conservstorship has been financial
