Highly unlikely and if that’s the case he has failed. Mainstream media is not really talking about Lou and she has successfully blocked herself from being mentioned in the NYT documentary. She is connected to several artists including JLo, Steven Tyler, Etc. She has significant power not because she’s a great business manager, but because she has the massive funds and now clout to do so. 
 

If anything, I believe Jamie has been scapegoated to an extent because the world knows Britney doesn’t want him in the picture. They of course work together (Jamie and Lou) but it makes little sense to me that all these stories and cases would focus on him as opposed to James Sparr (the doctor who now asks why Britney is under a cship despite being the one to approve this ), Samuel Ingham, Lou Taylor, and more. There is an entire pack of wolves here and I believe Jamie is not smart enough to frame or attribute all the blame to Lou. Besides, who outside of specific fan bases knows the truth about Lou?
