When do you think which period each artist peaked and which period the artist declined. If they had a comeback, you can add re-peak too! here are mine:

Shania Twain: Peak: 1995-2005. Comeback: 2011-Present. She managed to comeback after 6 years of being gone but she isn't as popular as she was in her peak.

Kylie Minogue: Peak: 1988-1996. Downfall: 1997-1999. Re-Peak: 2000-2013. 2nd Downfall: 2014. 3rd Re-Preak: 2015-Present.

Toni Braxton: Peak: 1993-2001. Downfall: 2002-Present.

Cheryl Cole: Peak: 2002-2017. Downfall: 2018-Present.

Cher: Peak: 1965-1967. Downfall: 1968-1970. Re-Peak: 1971-1974. 2nd Downfall: 1975-1978. 2nd Re-Peak: 1979. 3rd Downfall: 1980-1986. 3rd Re-Peak: 1987-1992. 4th Downfall: 1993-1997. 4th Re-Peak: 1998-2005. 5th Downfall: 2006-2009. 5th Re-Peak: 2010-Present.

Depends on which place you lived in. George Michael and Michael Jackson remained popular on the rest of the world despite how America turned their backs on them. 

George Michael's third album Older dominated UK and Europe from 1996 and all his 6 singles from that album went on the top 3 on UK chart which is still a record to this day. 

MJ's History album dominated the rest of the world but not in America. There's a reason why he stopped touring in America after Bad. 

But I'm guessing this is just America only.
