As Lawyers for Britney explained Jamie must to fill accounting for 2019 till that November date as it was not provided yet, for the first time in 11 years. 

So this November hearing will be just about accounting.

Well.... There Is One Thing Good About This.  Maybe That Will Be The Hearing The Will Abolish The Financial Conservatorship.  Since Jamie Had To Submit Account Documents?  So Hopefully, They Will End The Personal Conservatorship On August 19th And Then Deal With The Financial On  November 17th.  Let’s Be Hopeful Guys!

with jamie’s logic he should be the one in a conservatorship for not filling his papers on time

I do strongly believe that Jamie thinks that since Britney is his daughter, she's his property.
