"Toxic" charted pretty average, yet...

It went to #1 on Pop Radio. The Hot 100 rules were massively biased in favor of rap and R&B songs at the time. It was so heavily based on radio play, and Britney only got played on Pop Radio, not Rhythmic Radio, so she was constantly competing with one hand tied behind her back. It was unfair, but Britney got hers, because the Hot 100 rules were massively biased in favor of downloads during the second major phase of her career (2008-2012). It went to #1 all around the world, including in the UK, majorly boosted album sales for In the Zone, the video was killer, she staged some great performances, and it won a Grammy. It seriously revived her career as a singles artist; every single since Stronger had seriously underwhelmed on the Hot 100 and she was in a major dry spell singles-wise.

I mean back then it was harder to chart (no streaming, YouTube) and when you did it was pure sales and radio. 

The video took it to the next level too, this was a new Britney that people hadn’t seen (except Slave 4 u) 

Idk it just seems so Britney. Like that song and a couple others describe the best that Britney has to offer. She was in control and wanted this song to be a hit

1. Back then there was no Music video or Music streaming sites.

2. Britney supposedely just came from a lapse (2001- 2003) when she was restricted in radio due to a disagreement with a certain company for turning their offer down to sponsor her  DWAD tour in 01-02. 

3. Toxic was innovative. It certainly was (and still is) a hit but back then hits used to take their time to really became HUGE hits. Nowadays it takes you 24 hrs to break a Youtube record but at the time both RADIO + TELEVISION were in charge to spread music. Fortunately, the MV did justice to the great and amazing track Toxic is. 

4. Billboard charts depend on:

- How much promotion an artist does. Despite being higly critiziced and dragged at time, she was still BRITNEY effin SPEARS. She did tons of promotion by the time Toxic premiered so it's no surprising it reached the top 10. 

- It also depends on how much the others on the list sells. Here's an example:

EXAMPLE #1- Let's pretend Britney sells 150k copies in her first week, Justin 100k and Xtina 80k. Of course Britney would take the #1, Justin the 2nd spot and Xtina the 3rd.  

 

EXAMPLE #2 - But let's do some changes, what if other singers decide to release their material in the same timeframe:

Bruno Mars 600k, Gaga 400k Britney sells 150k copies in her first week, Justin 100k and Xtina 80k

OFC, this would stop her from reaching a higher spot. That's why Glory peaked at #3 with 111k copies and then the next week Solange Knowles (Beyonce's sister) debuted at #1 with only 77k :mcorangu:
