Was it only unnecessary for that reason or are festivals not very useful in helping promote artists?

It just seems like all it does is give exposure to people actually going to the concert. Otherwise, it is never talked about or publicized all that much except for by hosts such as Ryan Seacrest on radio. 

I don't think it would have helped Britney, even if she better promoted the album in other ways we wanted her to do.

They're festivals ran by radio stations. Major radio stations. The main point was to encourage those very influential stations to spin her songs.
