It's obvious she was working with a smaller budget. After the wasted Make Me video and having to spend money on creating a second  like half the budget must have been wasted on Make Me alone and it didn't work out for them which probably led them to stop feeding money into the project.

I've always thought this is exactly what happened.

I hope cancelling that original video was worth it to them.

Marina's FROOT and Electra Heart are CONCEPTUAL albums (pop wise). Britney hasn't had any conceptual album yet. They left Circus half done. The photoshoot of the album, the tour and the promotional performances were actually connected. However, the music videos were not related to the concept of the album, except Circus. Womanizer and IUSA were everything but circus.
