It's not Vevo views only... but all videos including the song. Reaction videos, performances, fan uploaded videos ect

Make Me's 91M includes her views from her VMA performance video which is already 20,3M more

And they started counting them from September 2014 which is why some songs have less streams than their total Vevo views
