As far as I know the non-premium mobile version always plays on shuffle (at least it did with me, I couldn't pick songs)

I've got the premium version on my PC and mobile and Spotify-generated playlist all give a shuffle option on both.

There is a reason the higher spots on a playlist are pricy though

Sure, because first time you listen to it you forget to shuffle immediately and also get curious about the songs. Of course is pricy
